This is to create an electronic ticket for the complaint I telephoned in this morning.  Along 1100-block of Jefferson Avenue: (1) Property owner has erected a silt fence before any approved demolition or development.  (2) If the silt fence is proper, it should me maintained; and currently there are two breaches in the silt fence at the corner of Jefferson and Brookbank.  (3) After tree removal last week there at several holes left unfilled--a safety issue as well as esthetic--on the land outside the silt fence and immediately bordering the roadway.
