Subject: Nelson Meadow Update 

Plan Commission is scheduled for November 7th, and Village Council considerations on December 13th and 20th.  [Note: all are now postponed to later dates.]

The Petitioner did submit a revised plan on September 30th BEFORE the last Plan Commission but it was not admitted into discussion, and there was a follow-up submission on October 10th. These are both from Brad Hartjes of C.M.Lovie, with nothing else submitted by Petitioner. Copies of the two submittal letters are attached (9/30/2005 and 10/10/2005). I saw the full-sized plans but could not obtain copies yet. 

These are the major changes: 

  1. Jefferson Avenue R.O.W. dedication is 35 feet per the ordinance, and sizes of lots #1, #2, #4, and #5 are adjusted accordingly (still conforming). We still want 35-foot Building Lines in addition, as well as a definite and generous tree re-planting plan. 
  2. Two culverts mid-way up the new Brookbank pavement draining into the stormwater retention system, but no revised "Drainage Exhibit". We still want to press the issue of new non-permeable area draining into the Jefferson Avenue storm sewer. 
  3. Pedestrian easement along south property border between Carpenter Street and Jefferson Avenue with minor change in stormwater detention pond configuration. Not enough to protect the Mazer's walnut trees. 

The timing of these are such, there is really no response to any of the public comments at the Plan Commission, and none is expected. Various neighbors still want to press each of their issues. 

The November 7th [Note:  now postponed to later date] Plan Commission meeting agenda has several items, including the residential zoning changes, and there will be considerable pressure to eliminate or severely constrain additional public comment on Nelson Meadow. We need to plan strategy as well as specific presentations. 

We still have several questions pending with the Village:

  1. How much increase in the non-permeable surface draining into the Jefferson Avenue stormwater system -- the previous Drainage Exhibit was incorrect and misleading
  2. If the Jefferson Avenue cul-de-sac is replaced with a narrow 90-degree "intersection" where will on-street parking be permitted/prohibited adjoining the property at 1117 Jefferson Avenue
  3. How does the proposed grading plan map onto the critical root zones of the Carpenter Street parkway trees and adjoining south walnut trees
